The Islamic position

Islam forbids it at the level of the eye, before the act, and treats the gaze itself as something a person is answerable for.

Analysis

Be careful with figures in this area, because the industry's own traffic reports are self-published and much-quoted statistics circulate without sourcing. Two things can be said with confidence from independent bodies. First, the UK's Children's Commissioner reported in 2023 on the scale and earliness of children's exposure to online pornography, finding first exposure commonly in the early teens and often younger, and the report is public and citable. Second, the introduction of statutory age-verification duties under the Online Safety Act 2023 reflects a legislative judgement, across party lines, that the harm is real enough to regulate. On effects, the research literature is genuinely mixed: meta-analyses differ on the strength of links to sexual aggression and to relationship satisfaction, and you should say so rather than assert a settled science. The Islamic case does not require the science. Q 24:30 places the obligation on the gaze itself, before any act; the Prophet, peace be upon him, described the eyes as committing a form of zina by looking (Sahih al-Bukhari 6243), which is precisely a moral account of consumption without contact. This is where Islam differs structurally from a consent-only ethic: consent explains what may be done to another person, but says nothing about what a person does to himself.
