The claim being examined
Critics read Surah 33:37 as a revelation conveniently permitting the Prophet (SAW) to marry the former wife of his adopted son Zayd, and treat it as evidence of self-serving revelation.
The Islamic position
The Qur'anic passage is framed around a legal reform: the abolition of tabanni, the pre-Islamic practice of treating an adopted son as a blood son for inheritance and marriage prohibition. The marriage functions as the public enactment of that reform.
Analysis
Al-Qurtubi and Ibn Kathir both read the passage as primarily legislative. The verse's own rebuke — "you concealed within yourself what Allah would disclose, and you feared the people while Allah has more right that you fear Him" — is a criticism of the Prophet's (SAW) reluctance to enact an unpopular reform, not an endorsement of desire. A revelation designed to flatter its recipient would not include a divine reprimand of him.

مَّا كَانَ مُحَمَّدٌ أَبَآ أَحَدٍۢ مِّن رِّجَالِكُمْ
mā kāna muḥammadun abā aḥadin min rijālikum
Muhammad is not the father of any of your men, but the Messenger of Allah and the seal of the prophets.
ٱدْعُوهُمْ لِـَٔابَآئِهِمْ هُوَ أَقْسَطُ عِندَ ٱللَّهِ ۚ فَإِن لَّمْ تَعْلَمُوٓا۟ ءَابَآءَهُمْ فَإِخْوَٰنُكُمْ فِى ٱلدِّينِ وَمَوَٰلِيكُمْ ۚ وَلَيْسَ عَلَيْكُمْ جُنَاحٌۭ فِيمَآ أَخْطَأْتُم بِهِۦ وَلَـٰكِن مَّا تَعَمَّدَتْ قُلُوبُكُمْ ۚ وَكَانَ ٱللَّهُ غَفُورًۭا رَّحِيمًا
id'ʿūhum liābāihim huwa aqsaṭu ʿinda l-lahi fa-in lam taʿlamū ābāahum fa-ikh'wānukum fī l-dīni wamawālīkum walaysa ʿalaykum junāḥun fīmā akhṭatum bihi walākin mā taʿammadat qulūbukum wakāna l-lahu ghafūran raḥīman
Call them by the names of their fathers — that is more just in the sight of Allah.
