Analysis

Q 30:2-4 is a Meccan passage. The Byzantine collapse in the 610s and the reversal under Heraclius culminating at Nineveh in 627 CE are established from Byzantine and Persian sources independent of Muslim tradition. The strength of the argument rests on the verse being in public circulation before the reversal, which is supported by its Meccan placement in every early codex tradition. The honest counterpoint is that a sceptic may question the dating of circulation; answer it by pointing to the manuscript and recitation record rather than by insisting.

غُلِبَتِ الرُّومُ فِي أَدْنَى الْأَرْضِ وَهُم مِّن بَعْدِ غَلَبِهِمْ سَيَغْلِبُونَ فِي بِضْعِ سِنِينَ

The Romans have been defeated in the nearest land, and after their defeat they will be victorious within a few years.
