Poverty is not treated as private misfortune

Poverty is framed as either personal failure or a matter for the state alone.
The Islamic position
Islam attaches obligations to the neighbour, the family and the community, and treats indifference to the hungry as evidence of a defect in faith.
Analysis
The theological structure is that care for the poor is presented as constitutive of faith rather than an optional consequence of it. Surah 107 (al-Ma'un) identifies the one who denies the religion as the one who repels the orphan and does not urge the feeding of the poor, and connects this to prayer performed heedlessly — worship without social obligation is rejected in the same breath. Q 90:11-16 describes the steep path as freeing a slave and feeding an orphan or a person in the dust on a day of hunger. The hadith that a person is not a believer whose neighbour goes hungry beside him is recorded in al-Adab al-Mufrad 112 and al-Mustadrak, graded sahih by al-Hakim and accepted by al-Albani, and is widely cited; note the collection rather than presenting it as being in the two Sahihs. Beyond zakat there are obligatory maintenance duties on relatives in the fiqh, the institution of waqf endowments that historically funded hospitals, wells and schools, and the kaffarah expiations that convert religious lapses into feeding the poor. Present this as a layered system — state, family, neighbour, endowment — rather than as generosity, and avoid claiming any modern Muslim state implements it.

أَرَأَيْتَ الَّذِي يُكَذِّبُ بِالدِّينِ فَذَٰلِكَ الَّذِي يَدُعُّ الْيَتِيمَ وَلَا يَحُضُّ عَلَىٰ طَعَامِ الْمِسْكِينِ
Have you seen the one who denies the religion? That is the one who repels the orphan and does not urge the feeding of the poor.
أَوْ إِطْعَامٌ فِي يَوْمٍ ذِي مَسْغَبَةٍ
Or feeding on a day of severe hunger.
