The Qur'an groups gambling with intoxicants and names its mechanism precisely: it plants enmity and turns people away from God.
Analysis
The Gambling Commission's industry statistics report gross gambling yield for Great Britain in the billions of pounds annually, and the Health Survey for England alongside Gambling Commission participation data give the standard estimates of problem gambling prevalence — figures which have been revised as survey methods changed, so quote the source rather than a bare number. NHS England has established a national network of specialist gambling harm clinics, which is a strong evidence point because a health service does not build clinics for a harmless pastime. The Gambling Act 2005 liberalisation and the subsequent policy debate, including the 2023 gambling white paper, show that the state itself treats the current settlement as contested. The Qur'anic material is notably specific: Q 5:90 prohibits maysir alongside khamr, and Q 5:91 explains the mechanism as sowing enmity and hatred and turning people from the remembrance of God and from prayer — a social and spiritual diagnosis rather than only a financial one. Q 2:219 acknowledges that both have some benefit while stating that the sin is greater, which is a model of how to argue: concede the pleasure, weigh the harm.

إِنَّمَا الْخَمْرُ وَالْمَيْسِرُ وَالْأَنصَابُ وَالْأَزْلَامُ رِجْسٌ مِّنْ عَمَلِ الشَّيْطَانِ فَاجْتَنِبُوهُ
Intoxicants, gambling, idols and divining arrows are an abomination of Satan's doing, so avoid it.
فِيهِمَا إِثْمٌ كَبِيرٌ وَمَنَافِعُ لِلنَّاسِ وَإِثْمُهُمَا أَكْبَرُ مِن نَّفْعِهِمَا
In both there is great sin and some benefit for people, but their sin is greater than their benefit.
